Retain vesa when a legacy video BIOS is present or its presence cannot be determined; use illumosfb only on a bitmap console with proven absence of an initialized legacy video BIOS. Preserves upstream PCI/VIS candidate order; explicit Device configuration stays authoritative. Fixes the autodetect regression in Redmine #18500.
