Patch the FPM test framework so it doesn't inadvertently kill the test runner. Reduce diffs with other PHP makefiles. Remove -L/usr/lib/$(MACH64) from *_LIBS; it is already in the default 64-bit search path, and it can end up ahead of -L$(OPENSSL_LIBDIR) on the linker command line, confusing the linker when the default openssl 1.1 mediator is selected. Simplify how openssl is detected -- the default PKG_CONFIG_FILE setting does the right thing so we don't need to override it. Rerun "gmake REQUIRED_PACKAGES"; remove some redundant manual additions to REQUIRED_PACKAGES.
